Building Hope from the Ashes: Why Plateau Needs to Transform from Committee to Ministry of Resettlement".

 


The Mission for Vulnerable and Displaced Citizens (MIVDU-CITIZENS) has long advocated for the well-being of those affected by conflict and upheaval in Plateau State and beyond. We have witnessed firsthand the devastation wrought by violence and displacement, and we firmly believe that the time has come for a more focused and comprehensive approach to rebuilding lives and communities.


Following in Borno's Footsteps: A Proven Model:



In this spirit, the MIVUDI-CITIZENS calls upon the Plateau State Government to consider establishing a Ministry of Reconstruction, Rehabilitation, and Resettlement (MRRR), following the successful model implemented in Borno State. Notably, Borno's current governor, Professor Babagana Umara Zulum, served effectively as the Commissioner for Reconstruction, Rehabilitation and Resettlement under the previous administration, demonstrating the power of focused leadership in this critical area.


Borno's Achievements: A Beacon of Hope:



Borno State, plagued by the insurgency of Boko Haram, established a dedicated MRRR ministry to address the immense challenges of reconstruction and resettlement. This ministry has demonstrably improved the lives of displaced persons by:


Centralized Coordination : The MRRR streamlines bureaucratic processes, ensuring efficient allocation of resources and eliminating duplication of efforts.


Targeted Initiatives : The ministry can design and implement programs specifically tailored to the needs of displaced communities, focusing on infrastructure rebuilding, livelihood restoration, and psychosocial support.


Faster Recovery : A dedicated ministry fosters a sense of urgency and accountability, accelerating the pace of reconstruction and resettlement.


Plateau's Needs: Building on Existing Efforts:



Plateau State, though facing a different set of challenges, can significantly benefit from a similar approach. Years of unprovoked attacks have displaced countless citizens and crippled infrastructure. While Governor Mutfwang's establishment of a Committee on Resettlement is a commendable step, transforming this committee into a full-fledged MRRR ministry would offer several advantages:


Enhanced Capacity : An MRRR ministry can expand upon the committee's work by bringing together a wider range of expertise and resources.


Sustainability: Elevating the committee to a ministry provides a more permanent structure, ensuring long-term commitment to rebuilding efforts.


Strategic Staffing : The ministry can strategically recruit and retain qualified personnel dedicated to reconstruction and resettlement.

The MIVUDI-CITIZENS recognizes the budgetary constraints faced by the Plateau State Government. However, we believe that establishing an MRRR ministry can be cost-effective in the long run. By streamlining existing efforts and attracting additional resources, the ministry can ensure a faster and more efficient recovery process.

The MIVUDI-CITIZENS implores the Plateau State Government to seriously consider transforming the Committee on Resettlement into a full-fledged Ministry of Reconstruction, Rehabilitation, and Resettlement. We stand ready to partner with the government and other stakeholders to ensure its success. By following the Borno example, Plateau State can embark on a new chapter of rebuilding, rehabilitation, and hope for its most vulnerable citizens.
